As a result, Sri Lanka typically scores around 131-133 / 150, placing it in the top 5 globally.
While the Global RTI Rating
measures the strength of Right to Information laws, no comprehensive
global index yet exists to measure how effectively these laws operate
in practice. Implementation varies widely and is rarely measured in a
comparable way across countries.

Serial Number information can be obtained from the Bank that issues the coins & notes.
I do using my Right To Information (RTI) as a Citizen of Sri Lanka
for all notes issued from the Central Bank of Sri Lanka as listed above.
CBSL had a page with this information on their website which I kept
asking them to update, each time I acknowledged reciept of an RTI reply.
They instead took that page completely out of their website.
