Ceylon Government Rubber export Restriction Coupons dated 1st January 1940 Counter stamped in Red Second Issue and issued by the Rubber Controller of Ceylon during WWII under of the Rubber Control Ordinance.

Front : Black Text printed on a geometric grid of Purple & Green including line drawing of Rubber Estate in an ellipse at center 1940 on either side and word RUBBER above and COUPON below.
On top left The Rubber Controller of Ceylon below which Centered authorizes the Bearer to Export subject to Customs Duties and Tax from Ceylon in 2 lines. Centered in middle (WEIGHT) POUNDS / of / DRY RUBBER .
Large Numeric (WEIGHT) / Pounds on either side.
Below රාත්තල්(weight) in Sinhala and (weight) இறாத்தல் in Thamil.
At bottom left COLOMBO above date 1st January 1940. At bottom right facsimile signature of P. Saravanamuttu above designation Rubber Controller.
Counter-stamped by hand in Red inclined up at 5° with the Text SECOND ISSUE 1940 in English, 1940 දෙවෙනි වාරයට දෙනලද කුපන්. in Sinhala and 1940 ம் ௵ இரண்ட கைடசிததடைளக் கூப்பன் in Thamil in 5 lines. English in 1 line Sinhala and Thamil wraped to 2 lines each
A/1 with Six Digit Serial number with prefix on lower left and upper right.

Back : Blank.

WaterMark : On this Lower denominations (1 lbs) the words and symbol at either end ※ RESTRICTION ※ in a single line in middle with words CEYLON above and GOVERNMENT below in two arcs forming an ellipse, using an outline Font lighter than background. The logo is 4 inches wide and 2 inches high and oriented to the right. The logo is repeated every 4 inches giving a 2 inch gap, and is seen twice on larger notes. But as the logos are not centered on coupon, parts of it may have got clipped out by edge of the coupon. Like the Tea coupons Watermark on lower denominations (1, 5, 10 lbs)>.

Perforations are seen on the left edge on the lower denomination ( 1, 5, 10 lbs) indicating these coupons were issued in booklets .
