INSTRUCTIONS (read carefully.)
1. This book is of value and should be kept carefully. The use of coupons
will come into force on a date to be decided by the Food Controller and duly
notified by him.
2. The person named as the holder of this Ration Book on page 1 must
sign his or her name or affix thumb impression in the space provided on page 2.
3. The book must be presented to the authorized distributor to enable
rice to e obtained. The authorized distributor must enter his address, and
sign his name in the space provided on page 2, entering at the same time the
date of his signature.
4. The Ration Book may be used only by or on behalf of the holder, to
buy rationed rice for the holder or for members of the same household or
guests sharing common meals. It should not be used to obtain rice for
others.
5. The Ration Book may only be used while the holder is living in Ceylon,
is not drawing Government rations, and is not in a Government hospital,
asylum, or prison. If the holder dies or joins the forces,' or enters a Govern-
ment hospital, asylum, or prison the book must be given up to the proper
authority, that is to say, the Deputy Food Controller of the area where the
death takes place, the naval, military or air force authority, or the head of the
institution as the case may be. If the holder is leaving Ceylon for a period
exceeding four weeks the book must be given up to the Food Controller or
the Deputy Food Controller of the area before embarkation. During a
shorter absence from the country the book may be retained, but must be
produced to the Food Controller or the Deputy Food Controller or any officer
duly authorized for inspection on embarkation ; it must not be used during
absence, and all the coupons for the period of absence must be detached and
destroyed.
6. Coupons can only be used-for purchases if the book is presented as a
whole. Coupons already detached are invalid and cannot be used for
purchases.
7. Coupons to be found on pages 11, &c., are detachable tickets enabling
the holder to obtain rice. The presentation of two coupons each numbered 1.1
enables the holder of this book or a person duly authorised by him, to obtain
a quantity of rice, the mount of which will be laid down by notice in the
Gazette. The two coupons numbered 1.1 should be used for obtaining the
first week's supply, those numbered 2.2 for the second week's supply, and so
on. Coupons not used for the week for which they are marked will become
invalid if not used by the end of that particular week. Coupons or half
coupons may be used for obtaining rice in the form of meals from hotels,
restaurants or eating-houses.
8. If the holder of this book changes his place of residence, he may, upon
surrender of the book, apply to the Deputy Food Controller for the district
or area in which his new place of residence is situated and obtain a new book
entitling him to purchase rice from an authorized distributor in that district
or area.
*9. The holder of this Ration Book---
(a) shell not sell the book or deliver or transfer it to any other person
except for the purpose of enabling that person to purchase or obtain
supplies of rice for and on behalf of the holder ;
(b) shall not purchase or take delivery of any quantity of rice from any
person other than the authorized distributor whose name is specified
or entered in the book or a manager or proprietor of a hotel,
restaurant or eating-house in the form of cooked meals.
(c) shall when he purchases or obtains any quantity of rice from an author-
ized distributor, produce the Ration Book to the distributor and
permit him to remove from the book the coupon or coupons enabling
the holder to purchase or obtain that quantity.
(d) shall not purchase or obtain during any week any quantity of rice in
excess of the weekly ration fixed under the Food Control Regulations,
1938, by notice published in the Gazette.
(e) shall not use any coupon for the purpose of purchasing or obtaining any
rice except during the week for which the coupon is valid.
(f) shall when called by the Food Controller or by any Deputy Food
Controller or any other person duly authorized on that behalf
produce the Ration Book for inspection and shall surrender the
Ration Book if required to do so:
Any breach of these regulations is punishable by a fine up to Rs. 500 or six
months imprisonment or both.
