Back: On left a statue of Lady Freedom sword sheathed in a bundle of rods in her right hand and a torch in her left and shield with 13 stars at her feet, in front of th the Capitol building in Washington DC. . Large numeric value 20 on all four corners with the left two tilted. On top border Value TWENTY DOLLARS divided by NATIONAL CURRENCY in center in an arc.
Lower panel inscription in 5 lines THIS NOTE IS RECEIVABLE AT PAR IN ALL PARTS OF THE UNITED STATES, IN PAYMENT OF ALL TAXES AND EXCISES AND ALL OTHER DUES TO THE UNITED STATES. EXCEPT DUTIES IMPORTS AND ALSO SALARIES AND OTHER DEBTS, DEMANDS OWING, BY THE UNITED STATES TO INDIVIDUALS, CORPORATIONS & ASSOCIATIONS WITHIN THE UNITED STATES, EXCEPT INTEREST ON PUBLIC DEBT.

Hugh McCulloch(1808-1895) played a central role in financing the American Civil War debt of the union. He served Comptroller of the Currency 1863-65 and U.S. Treasury Secretary 1865-69.

Representation of the Statue of Freedom draped a flowing, toga-like robe. Her right hand rests upon the hilt of a sheathed sword wrapped in a bundle of rods(fasces); in her left hand she holds a torch. Shield with 13 stars and stripes at her feet.
