Uses the front plate of the Brown Back issued in 1901 when the Bank was founded with modified security clause, but with the same date Oct. 4, 1901 and Treasury Signatures. The Bureau of Engraving and Printing certified Proof in National Numismatic Collection has date 1908-08-27.

William Pitt Fessenden (1806-1869) was a US politician from Maine. He served in the House of Representatives and Senate before becoming Secretary of the Treasury under President Abraham Lincoln during the American Civil War.
